Minnesota Twins will not call up Jose Berrios, never considered to be brought up

Jose Berrios is not going to be making his Minnesota Twins debut in the 2015 season. General Manager Terry Ryan officially killed the dream of Twins fans on Wednesday saying the highly regarded pitching prospect won’t be coming up.
Jose Berrios will not be called up to the Majors this year, Terry Ryan said. Cited his innings total as reason why.

The reason above the MLB.com’s Rhett Bollinger relayed from Ryan is legit. Berrios is now well over his previous season total of innings pitched and you shouldn’t push a pitcher to far beyond that. We can accept this reason.
This where things get a little concerning:
Ryan said they never seriously considered bringing up Berrios at any point this season. Said he needed to develop in Minors as a 21 year old

I’m a big believer that a baseball operations department should be open to anything and everything. If Berrios was NEVER considered to be brought up this season, the staffing in that department at Target Field needs to be taken a long hard look at. How do you not even consider it?

“Should we give Berrios a shot up here?”
“Is he Superman by night?”
“I don’t think so…”
“Nope. We only allow superheroes on that mound, dammit. Who’s our starter tonight? Mike Pelfrey? He’s freakin’ Captain America.”
Berrios is young and needed some development, sure, but you can count on one hand who might be currently a better pitcher than him currently on the major league roster.
There’s nothing the Twins can do now. It goes back to the fact that they screwed up a month ago. Berrios simply wasted bullets in Rochester when he could have had a helping hand in pushing the major league squad towards a playoff spot.
Now we turn our eyes to team control:
If the Twins wait until mid-April to add Jose Berrios to the 40-man roster and call him up, they get an extra year of control through 2022.

This is what the Chicago Cubs did with Kris Bryant to start the season. It’s probably what the Twins should do next season. If you are not going to get him any time in a playoff push, might as well wait a couple starts for an extra year of team control.
Service time is where sometimes the MLB makes me want to tear my hair out, but it’s something we all get to deal with now.
